Valerie Phạm Ngọc Quyên – Miss Vietnam of Southern California, 2009

Alright, the result is in.  The winner of this year Miss Vietnam of Southern California (Hoa Khoi Lien Truong), 2009 is Miss Valerie Quyen Pham.  Just want to give you guys an update, I’ll post more tomorrow.
